Lord Salisbury Addressing a Meeting captures the electric atmosphere of Victorian political life with the confident, economical line that made Charles Samuel Keene one of the most admired draughtsmen of his era. Keene spent decades as the principal illustrator for Punch magazine, developing a pen-and-ink style celebrated for its directness and psychological acuity — he could suggest character and motion with a handful of strokes where other artists reached for detail. His use of layered brown and gray wash here gives the scene an atmospheric depth that pulls the viewer into the crowded hall, while touches of gouache sharpen the focal figures without tipping into overstatement. Notably, both Whistler and Degas were fervent admirers of Keene's draftsmanship, collecting his work at a time when illustrators rarely earned that kind of esteem from fine artists. The original drawing resides in the permanent collection of the Art Institute of Chicago, testament to the standing Keene's work has maintained across generations.
